BJP raps Govt. after CAG exposure

ITANAGAR, Jul 28: The State Bharatiya Janata Party (BJP) has demanded a White Paper from the ruling Congress Government in the state on action taken against the 16 major departments and 25 State Autonomous Bodies, who failed to submit utilisation certificates.

As per CAG report, the party said, 16 major economic and social security govt. departments and 25 State Autonomous Bodies did not submit a total of 148 UCs involving Rs 310.05 Cr. to the competent authority.

The CAG reports exposed the Nabam Tuki led Government’s blatant lies which have been claiming that Utilization Certificates (UCs) were submitted to the Govt. of India but fund are not being released due to intervention of the state BJP.

The party stated that the current alleged financial crisis in the state is self-created by the ruling Congress Government due to its failure to maintain financial transparency, accountability and fiscal rules and regulations.

The state government also came under sharp criticism from the BJP for allegedly failing to plug revenue leakages under Department of Tax and Excise and PWD as per CAG reports.

The party also criticised the state government for not supplying the CAG reports to the elected representatives 15 days prior to the start of the Legislative Assembly session.

The CAG reports were made available only on the last day of the Budget Session without providing any room for discussion on CAG findings, the party said and termed the practice as undemocratic.

PPEM gaining momentum despite protests

[ Appu Gapak ]

While some groups are still sticking on with the usual manual metering system for their electricity consumption, people have gone ahead with the installation of Pre-Paid Electric Metre (PPEM) and have expressed happiness because of its usefulness to have control over their expenditure.

“I used to pay Rs 15000 monthly for electricity charges. But this time I paid only Rs 8000,” said a lady on account of anonymity. She runs a three storied girls hostel in the heart of Itanagar.

“I recharged for Rs 500 last time. That was about two months back and it’s still running”, another happy single consumer shares. “I find Pre-Paid Power Metering system very good and user friendly as it helps me to save money besides energy. Unnecessary power usage is checked”, he adds.

The consumers are also realising their bid to conserve energy. With the In-Home Display Device (IHD) or Consumer Interface Unit (CIU) that is fixed in the system, one can keep track of the consumption, load and money balance. And true to its tagline which says ‘Pay as you Use’, one can opt for recharge as low as Rs 100 as we do with our cell phones.

Around 4500 PPEMs have been installed all over Itanagar as informed by Joram Lali Executive Engineer (E), Capital Electrical Division.

While it was made mandatory for only government offices and quarters to be installed with the PPEM following protests by some groups, many people from the commercial sections are also opting for the new system, he informed.

“Demands are pouring as they are now realising the benefits of the PPEM,” he said.

Many of the organisations have been alleging PPEM of being faulty and said that it doubles the bill compared to manual billing system. It has also been alleged of incurring exorbitant bills than the manual metering.

“At Rs 4 per unit, Arunachal is among the states that offers lowest tariff,” clarifies EE Joram Lali.

However, there are also people who are opting out of the PPEM system and are going back to the post paid system.

“For the convenience of the consumers, there is also option of going back to post paid system if one is not happy with the PPEM system,” the EE said.

In the meantime, while the state power department is going ahead with the implementation of ambitious PPEM system that boosts and makes the revenue collection system more transparent with proper check for power thefts, it is also hoped from the department that the loopholes that lies within are also taken care of.

Last Night A Star Dropped From The Sky

[ Tongam Rina ]

Last evening at around 8, a fellow journalist from Delhi asked whether the news about President APJ Abdul Kalam’s passing was true. Must be another hoax, I responded reminded of an earlier instance when the president himself had to clarify that he was well and alive.

But sadly, this time he did not come around to clarify.

Dubbed the people’s president, I rather liked this unassuming, humble giant of a person. I will always remember how he completely de-mystified the hallowed image of the President of India and unshackled the Presidency as well as the Rashtrapati Bhavan from what have always been considered shackles of forced bureaucratic awe. He was able to re-cast the very idea of the Rashtrapati and was for the first, and to my mind, the only time when India’s people loved their head of State, not just kneeled in reverence.

Driven by a highly refined scientific temper and providing an iconic leadership of a fresh kind, he was a real hero for children, who loved meeting him and interacting with him.

In many ways he was a closer uncle to them then even Chacha Nehru who was always this hallowed, glorified uncle framed within the paperback covers of school textbooks, read a text message from my buddy as we exchanged messages on a life well led.

Perhaps he was one person that united this great country because he gave us a reason to dream and aspire. A boy not born in wealth rose on to become the President of India by the dint of sheer hard work. The student who was not successful in becoming a pilot ended up as the missile man of the country!

Many will forever cherish the man with the electrifying smile, whose unkempt hairstyle became almost a metaphor for the way he led the nation- with an aura of zen-like confident non-chalance, a quality that greatly endeared him to student and teacher alike.

For a long time, we will remember him for the manner he bid goodbye to us- on stage, addressing students and dying doing what he loved most- inspiring young people. What a way to go, Mr President.

Rangiya–Murkongselek BG line to be commissioned in August

[ Prafulla Kaman ]

RUKSIN, Jul 28: The Broad Gauge (BG) conversion work of the Rangiya-Murkongselek route of the NF Railway has been completed with installation of equipments in the stations along the rail route and the railway authorities are all set to operate passenger train service from August 1 next.

NF Railway sources said that the last phase of gauge conversion work along 155-km railway stretch between North Lakhimpur to Murkongselek (Jonai) near here was completed.

Later, Commissioner of Railway Safety, NE Circle (Kolkata), Sudarshan Nayak, along with the top ranking railway officials conducted the high-speed trial run on the newly converted Broad Gauge railway and gave green signal for early commissioning of the BG line in May this year.

It may be recalled that Rangiya-Murkongselek railway route came up in 1962 during Chinese Aggression for transportation of security forces to Arunachal Pradesh. The BG railway line has been proposed to be extended to Pasighat in East Siang and further to Roing, Parsuramkund, Rupai, Anjaw and other places along the Indo-China border.

On the other hand, NF Railway officials are confident for the completion of Bogibeel Bridge over the Brahmaputra River by early 2017. The bridge, when completed, will provide rail connectivity between Assam and Arunachal with the rest of the country.

Tourists discouraged by terrible

road condition of Ziro

[ Yachang Tacho ]

ZIRO, Jul 28: Tourists from outside Ziro Valley leave with memorable and pleasant experience, but it would have been pretty pleasing more if there were good road infrastructure. They take a nightmarish experience back home when it comes to road communication. Terrible road condition might discourage them to visit the valley again.

Poorly maintained roads can be seen everywhere here. For instance, the road in between Hapoli and Old Ziro near Saw Mill at Akho Ubyo which got sunk due to collapse of a culvert remained unattended for several years posing great threat to the commuters.

Taking serious note of the problem, the Ziro unit of Bhartiya Janata Party (BJP) led by local MLA Tage Taki today conducted a voluntary social service and repaired the damaged portion of the road by digging up the ravages and putting pipes for free passage of water.

“I have witnessed several vehicular accidents, particularly two wheelers where some got injured. I appreciate Ziro unit of BJP workers for taking up such a yeomen service,” said Christoper Michi Tajo, a reputed tour operator of the state.

Ngilyang Taling, former Apatani Youth Association’s Asst. Gen. Secy. who came across the social service, appreciated the team for taking up the work for cause of the people.

When situation warrants, civil societies should came up voluntarily and solve such minor problems locally instead of demanding for govt. fund. Other organisations should follow suit them, said Michi Ribia a school teacher.

He collapsed while addressing the students of IIM Shillong and was later declared death at a city hospital. His funeral will be conducted tomorrow at his birth place Rameshawaram. Despite being born in a poor family, Kalam rose to prominence by occupying the post of the president of India.

He spent four decades as a scientist and science administrator, mainly at the Defence Research and Development Organisation (DRDO) and Indian Space Research Organisation (ISRO) and was intimately involved in India's civilian space program and military missile development efforts. His crucial role in the Pokhran nuclear test is well known to everyone. Even after demitting the office of the president, Kalam continued his active interaction with the students. In May 2010, Kalam had attended the 2nd Convocation of NERIST and inspired many Arunachalee students with his enigmatic lecture. The greatest contribution of president Kalam to the nation apart from his scientific work was his strong thrust on the need to educate every child. He believed that the only way India can be developed is by giving proper education to its children who are considered to be the future citizen. Kalam himself achieved success in life only because of education and therefore firmly believed that poverty can be eradicated only through education. As a mark of respect to late Kalam, we all should strive hard to achieve his dream of educating every child. He has inspired generation of Indians with his achievement and hopefully will continue to do so in future too.

Prayers for Dr. APJ Abdul Kalam

Dear Editor,

He was the people’s president. He could be understood even by a layman and loved by children and people of all ages.  He was the living legend and an icon for millions. He lived a life of example and always been a mentor and a great teacher. He made us feel safe and stronger in the field of defence by spearheading the Integrated Missile Development Program (IMDP) and earned the title of missile man.  He was visionary, not only for our country, but for the entire human race.

The nation salutes you, the world bow in your respect. We lost an Indian, we lost a great mind and we lost a great soul. Let us offer our deepest and most humble prayers for one of the great soul that ever lived.

A man that inspired the nation

Dear Editor,

As one would read the dates on Dr. A.P.J. Abdul Kalam’s tombstone-(15 October 1931 – 27 July 2015), one would recall the famous poem “The Dash” by Linda Ellis. In between the dates of birth and death there is a dash. What really matters is how well we live in that dash and Dr.Kalam is a perfect example of that, who lived a simple life , contributed with his Actions and with Positive thoughts inspired the entire nation with his pen & spread Joy through his igniting speeches among children/students. I am sure the flowers at Mughal Gardens at Rashtrapati Bhavan would refuse to bloom sensing their most lovable occupant who said “See the flower, how generously it distributes perfume and honey. When its work is done, it falls away quietly. Try to be like the flower, unassuming despite all its qualities.” is no more. All birds of Rameshwaram would stop in their trajectory midair to pay their last respects to the man who was inspired during his schooldays by high-flying birds and became India’s most distinguished aeronautical scientist.

Not only the nation but even the missiles would definitely miss the missile man. But let us not forget that his vision 2020 is just round the corner but we have a long way to go.

Yours,

Save lives

Dear Editor,

Taking privilege through your esteemed daily, I would like to draw the immediate attention of the Health Department and state government on recent death of 7 years old boy at Dollungmukh due to Japanese Encephalitis infection (JE).

Dollungmukh comprising of more than 5000 people and eleven villages is known as disturbed area with boundary dispute between Assam and Arunachal. There is only one Primary Health Centre (PHC) but no medical facilities and Ambulance.  Doctors and other staffs never come for duty. Student organizations have made a lot of complaint against the absentee medical staff to the concern authority but nothing has been done about it.

Now, Dollungmukh needs immediate attention as there are no medical facilities, no electricity supply or proper road connectivity. Many times, our people had begged the state government for all round development but why is state government treating us differently?

Therefore I would like to urge the concern department to immediately send medical team with equipments to save more lives in Dollungmukh.

Yours,

Temi Pabo

Criminals and justice

Dear Editor,

Through you, I wish to pour out my grief over recent rape of a class VI student in Dumporijo.

Increasing crime rates and criminal activities in the state are unstoppable because of flexible law and order. It is said that the three accused were easily given bail and now freely roaming in the area without any regret for the crime they committed.

How can a man freely roam after committing such a heinous act? What if they rape another innocent girl? After all they know how easy it to get bail after committing a crime.

Such criminals shouldn’t have place in the society and the community. It is a shame that there have been instances where some wealthy and renowned persons have helped the criminals for political gain. It is a shameful act.

Being a common man of the state, I strongly condemned such heinous act and plead justice for the handicapped minor girl.

Yours,

Debom Nilling
